What is the Ministry of National Education's Ministry Management System (MEBBYS) Project?

The Ministry of National Education has developed the Ministry Management System (MEBBYS) — a digital decision-support platform that brings together a wide range of data, including students, teachers, schools, budgets, and infrastructure, in one central system. With AI-powered analytics and Geographic Information System (GIS) integration, it transforms raw data into meaningful insights, offers future projections, and strengthens planning. MEBBYS is designed not only to manage today's needs in education but also to prepare for the future with a modern infrastructure.

Project Purpose

The main goal of MEBBYS is to create an integrated business intelligence and decision-support system — combined with GIS technology — to help top-level managers make informed decisions in areas such as education, human resources, and physical infrastructure. The system aims to:

  • Integrate, process, and visualize data.
  • Use data analytics for prediction, inference, and forecasting.
  • Organize, classify, and detail data.
  • Turn "accurate data" into "accurate information."
  • Reduce decision-making errors by providing reliable insights.

Project Goals

MEBBYS aims to ensure that decisions taken across the Ministry — including central, provincial, and overseas units, as well as schools and institutions — are based on reliable data. This includes preparing a national data dictionary, aligning with national education goals, and identifying new datasets needed for more effective planning.

The project also plans to review current data requests, develop proposals for new information systems, and establish protocols to access external data when necessary.

Since MEBBYS involves many components and a new management approach, its implementation will be gradual, following a process-oriented strategy with short-, medium-, and long-term targets.

 

Short-Term Goals

  • Work on national and Ministry-level digital transformation objectives.
  • Develop the Ministry's digital data system and data dictionary.
  • Address conceptual issues in the data system and dictionary.
  • Ensure consistency in data concepts across institutions and units.
  • Gather stakeholder feedback for predictive data analysis proposals.
  • Monitor ongoing data-related projects and integrate them if needed.
  • Prepare a project report by the project team and responsible unit.

 

Medium-Term Goals

  • Align activities with national and Ministry digital transformation goals.
  • Identify and recommend updates for the GIS system.
  • Complete data integration across Ministry units.
  • Sign protocols with external stakeholders.
  • Install infrastructure and launch pilot use.
  • Finalize reporting and authorization processes.
  • Provide training courses and seminars for users.

 

Long-Term Goals

  • Complete integration with external stakeholders.
  • Make the platform available to all target users.
  • Update or plan new electronic modules as needed.
  • Offer advanced training courses and seminars for users.
  • Establish a system to collect development requests from users.
  • Continuously test, verify, and improve the platform to ensure sustainability.
